I found this in the USSSA Rulebook. I don't know if Ralphie is altering some of these rules like going to 5 runs max per inning or the homerun rules.

I thought this will help teams since this will be the first USSSA Masters tournament that most have played.

 

Sec. 1. Age Requirements:
 
A.    If the Player reaches the age during the calendar year, he would be eligible to play in that Division. 
 
Sec. 2. Uniform Numbers:
A.    Non-duplicating numbers are required on all Teams’ uniform jerseys at all NIT and World Tournaments. The numbers must be a minimum of 3 inches in size and clearly visible. Jerseys and pants and/or shorts must be similar in color. If hats are worn they must be similar.
 
Sec. 3. Courtesy Runner:
 
A.    A courtesy Runner may be used at any time. The courtesy Runner may be any Player on the Team roster. The same courtesy Runner may not be used more than once per inning, and any courtesy Runner caught running more than once per inning or running when it is his/her turn to bat will be declared out.
 
Sec. 4. Divisions of Play and Home Run Rules: 
 
A. Their will be two Divisions of play, Competitive and Recreational.
 
B.  Home Run limits. a. The Recreational Division 2 per team & then one-up rule.                     b. .Competitive Division 5 per team & then one-up rule
 
NOTE: The one-up home run rule is in effect. Once both teams have reached their respective home run limits, either team may hit an additional home run; however, no team may ever go more than one home run up on the other team. Any additional home runs above the one-up will be scored as an out. 
 
Example: Both Competitive Teams have hit their respective five (5) home runs by the bottom of the fourth inning. In the 5th inning, the visiting team is now allowed to hit another home run, and do so. In the bottom of the 5th the home team can now hit 2 home runs, which is allowed, because they are no more than one home run up on the visiting team. If one team does not hit their allotted home run limit, then the one-up home run rule will not be used. The home team, in the bottom of the 7th or later innings, may hit one home run to pull even in the number of home runs as the opposing team, but may not hit a home run to go one up.
 
Sec. 5. Rules of the Game:
 
A.  The Game may start and finish with a minimum of 9 players; however, an out shall be declared when the tenth position in the lineup is scheduled to bat. A tenth player may be added in the tenth position anytime before the end of the game. A Team may bat the entire roster that is present and play any 10 defensively, with the batting lineup staying the same. If a player leaves the game when he is due to bat an out will be declared. If a Team starts with10 players they are not allowed to add any players to the batting line up, once the game has started.
 
B.   When a time limit is used and the time expires, that inning will be completed and one additional inning played.  
 
C.  A team shall be awarded a win, by the Run Rule, if they are ahead by 25 runs after three innings, 20 runs after four innings or 15 runs after five or more complete innings. A team may not use the one up rule to hit a home run to run rule the opposing team.
 
D.  Extra innings: If there is a tie after a regulation game, extra innings will start with the last batter from the previous inning being placed on 2nd base. The team may not use a courtesy runner for the last batter until he reaches third base.
 
E. All participants must have a photo ID, with proof of age, and check in prior to participating.
 
F. A scoring plate will be used. The scoring plate shall be located with its right corner 8 feet from the back of Home Plate. The scoring plate shall be situated on the imaginary extension of the First Base Foul Line. If possible the scoring plate should be anchored to the ground to prevent slippage and change of position during the Game. The Offensive Team must always touch the scoring plate when scoring.
 
EFFECT Sec. 5F. If the Runner touches Home Plate the Runner is automatically out. The Defensive team must always touch home plate for the out. If there is an attempt by the Defensive Team to tag the Runner, the Runner is automatically safe.
 
G. A commitment line will be used. The commitment line shall be marked in Foul Territory twenty (20) feet from Home Plate and Third Base, on the Third Base foul line at a 90-degree angle to the Third Base Foul Line. Once a Runner touches the ground on or past the commitment line, defensive players can put the runner out by touching Home Plate while holding the ball (they cannot touch Runner).
 
H.  A strike zone mat will be used. The mat will be 17 inches wide and 24 inches long measured from the end of the mat to the tip of each side that abuts the backside of Home Plate. The end of the mat that abuts Home Plate shall have a “V” shaped notch that will conform to the outline of the backside of the plate. Together, Home Plate and the strike zone mat will form a rectangular shape 17 inches x 32-1/2 inches. Any legal pitch that hits the plate or the mat shall be ruled a strike. 
 
I.  A Safety Base is mandatory. (See Rule 2. Sec. 6. NOTE of USSSA Rule Book)
 
J.  In the Men’s 65 & over and the Men’s 70 & Over Programs a Team may use 11 Defensive Players.
 
K.  Sliding or diving headfirst is not allowed when going to First Base or at Home Plate. The Runner would be ruled out. Sliding or diving headfirst is allowed when returning to First Base or at any time at Second or Third Base.
 
L.  The pitched ball must arc at least six feet from the ground, but not more that ten feet from the ground after leaving the Pitcher’s hand and before it passes any part of Home Plate.
